One often observes in Brazil discussions about electoral reforms. This debate is natural in any democracy and part of the process of evolution of the political system. Since 1988, the Brazilian electoral system has changed significantly, with major consequences for political disputes. This article discusses the concept of electoral reforms and the changes in two important aspects of the electoral contest: the proportional allocation system and campaign funding rules. Recent changes demonstrate no central changes occurred in the political system itself, but only incremental changes derived from their context.
