Os desafios de proteção aos refugiados e migrantes forçados no marco de Cartagena + 30

Abstract

Em dezembro de 2014, o Brasil sediará o encontro denominado Cartagena + 30 em comemoração ao trigésimo aniversário da Declaração de Cartagena sobre Refugiados de 1984. Terceiro encontro regional do processo latino-americano de construção de um regime de proteção a refugiados e migrantes forçados, Cartagena + 30 possui a tarefa de manter o desenvolvimento da proteção a essas pessoas na região. Para tanto, espera-se que a Declaração e Plano de Ação do Brasil - documento que resultará do encontro - seja capaz não apenas de lidar com os atuais desafios de proteção aos refugiados, mas ainda responder às necessidades de apátridas, deslocados internos e outros migrantes forçados. Este artigo descreverá os principais desafios à proteção dos refugiados e migrantes forçados, tentando apontar quais os itinerários para avanços protetivos a partir de Cartagena + 30.In December 2014, Brazil will host the meeting of Cartagena + 30 in celebration of the thirtieth anniversary of the 1984 Cartagena Declaration on Refugees. This will be the Third Regional Meeting of the Latin America process towards the construction of a protection regime to refugees and forced migrants. Cartagena + 30 has the task of maintaining the development in the protection of these people in the region. In order to do so, it is expected that the Declaration and Plan of Action of Brazil - the document that will be the outcome of the meeting - is not only able to cope with the challenges of refugees' protection, but also to meet the needs of stateless persons, IDPs - internally displaced persons - and other forced migrants. This article will examine the main challenges of the protection of refugees and forced migrants, trying to highlight the main itineraries towards advancing protection in Cartagena + 30.
