Abstract

The framework of water bodies is an auxiliary instrument for the management of water resources since the 1970s, through the initiative of some states. In 1997, through the promulgation of the National Water Resources Policy, it has officially become a management tool. However, during these 20 years, few Basin Committees have been able to draw up framework proposals compatible with existing legislation, and still less have established adequate plans and implementation strategies. Therefore, it is necessary to identify the panorama of implementation of this instrument in Brazil, with a focus on identifying the points that may hinder its elaboration and effectiveness. For that, a survey of the existing frameworks and the procedures adopted in each one was carried out, where it was observed that there is a certain lack in the adoption of more consistent methodologies. Thus, it can be said that there are no consolidated approaches to how to carry out each step of the framework, giving the proposer a proposition based on his own methodologies, which are often based on what can be done with the available data and time.
