Abstract

With nearly 10 years of existence, it is currently up to the Ministry of Tourism taking a broad spectrum of roles and responsibilities in the National Tourism System, especially the establishment of the National Tourism Policy and the planning, promotion, regulation, coordination, and inspection of tourism. This article focuses on the planning instruments that guide and set context for investments from the Ministry of Tourism: the National Tourism Plan, the Pluriannual Plan, and the budget laws. For this, it presents a theoretical discussion on the roles and responsibilities taken by national governments with regard to tourism planning. This discussion is supplemented by a qualitative and quantitative analysis of some aspects involving tourism planning at the national level. The results presented here bring some considerations and resources for the context under analysis, especially the need for an increased institutional coordination and the strengthening of the National Tourism System, especially the work of the National Tourism Council, with greater control over the effectuation of the public policies and qualification of the strategic debate of the tourism sector in Brazil.
