Os ecos sem voz: Uma década de falas sem escuta no Congresso Nacional Ainda sobre o “infanticídio indígena”

Abstract

Este ensaio reflete sobre os 13 anos em que o outrora PL 1057/2007, atual PLC 119/2015, tramitam no Congresso Nacional, abordando suas consequências na mídia, na opinião pública e na vida dos povos indígenas no Brasil. Trata-se de proposições legislativas que visam normatizar e criminalizar o quem vêm chamando de “infanticídio indígena”. Este texto é, em parte, auto-etnográfico – na medida em que participei de muitos dos eventos relatados, seja como pesquisadora, seja como funcionária pública ou ainda como consultora de organismos internacionais – em parte etnográfico, na medida em que trago relatos de indígenas, indigenistas e funcionários públicos sobre o tema, obtidos ao longo das diversas atuações profissionais mencionadas e, por fim, o texto dialoga com pesquisa documental e bibliográfica. Este encontro de perspectivas no tempo e no espaço me conduziu a esquadrinhar o racismo institucional que cria o termo “infanticídio indígena” a partir da presença desigual e nada plural de perspectivas evangélicas como eixo estrutural das atuações legislativas e judiciárias - carregando consigo o signo do universal e, portanto, “neutro”.This essay reflects on the 13 years in which the former PL 1057/2007 - current PLC 119/2015 – is processed in the Brazilian National Congress, addressing its consequences in the media, public opinion and the life of indigenous peoples in Brazil. The article will analyze the legislative proposals that seek to normalize and criminalize what has been called "indigenous infanticide." This text is partly an auto ethnography – given that I have participated in many of the events reported, either as a researcher, as a government employee or as a consultant in international organizations. On the other hand, it is also ethnographic, since I work with records from indigenous and indigenists, as well as from public servants about the subject. These records were obtained throughout my professional trajectory, already mentioned. Finally, the text presents dialogues with the documentary and bibliographic research. This encounter of perspectives in time and space leads me to scrutinize the institutional racism that creates the term "indigenous infanticide", from the unequal and exclusivist presence of evangelical perspectives as a structural axis of legislative and judicial actions - carrying with it the sign of the universal, therefore, "neutral."
