Abstract
The main factors influencing the choice of individual subjects of the scientific activity or potential partnersand executors for scientific and educational projectswere analyzed. The specific features of choosingproject executors of different categories were indicated.The functional responsibilities of project participantsin accordance with the project structure weredescribed.The individually oriented method for choosingsubjects of scientific activity as executors of scientificand educational projects was developed, taking intoaccount the productivity of their scientific activities inthe past and considering the structure of projects. Todetermine the merits of the subjects of scientific activity,which are included in the relevant scientific subjectspaces, it is necessary to apply the procedure of theirproductivity assessment. In addition, it is necessary topredict a change in productivity in the future based onretrospective data for this subject. Next, it is requiredto solve the multi-criteria problem of the choice amongthe subjects of scientific activity who are quite productivein the opinion of the project manager. The use ofthe developed method reduces the subjective impact onmaking a decision regarding the choice of project executors.This is due to the fact that they are chosen byautomated calculation of scientometric indicators ofsubjects, guided only by open sources of information.The individually oriented method for the selectionof subjects of scientific activity was verified onthe example of the formation of three applications ofresearch projects. As a result, the average percentageof scientists who meet the requirements of projectmanagers for each scientific subject space wasabout 46.55 %. The percentage of those involved in theproject from those who were selected is about 24.07 %.The probability of cooperation is higher among thosewho have an average H-index
