Abstract

Many decades of unregulated migration of Haitians who have come to live and work from the neighbouring country have resulted in a significant population in the Dominican Republic (DR) whose status is uncertain, and who are vulnerable to widespread discrimination and abuses of human rights. Successive governments of the three principal political parties2 have virtually failed in the task of introducing a legal framework compatible with international norms. Nor have they responded effectively to the notorious and well-documented abuses on the part of migration officials, the security forces, the Central Electoral Board (the authority responsible for the issuance of birth certificates and identity documents to those born in the country), as well as education and health authorities.
