Contribuições ao debate sobre gestão democrática da educação: foco em legislações municipais sul-rio-grandenses

Abstract

Resumo: Intenta contribuir ao debate sobre gestão democrática do ensino público mediante o mapeamento de legislações municipais sobre o tema, focalizando o provimento do cargo de gestor escolar e tendo como lócus de pesquisa as redes municipais dos 12 municípios mais populosos do Rio Grande do Sul. No mapeamento e exame dessas legislações municipais, a pesquisa contribui para o debate em duas vertentes: a) necessidade contextual e premente da existência de legislações que regulamentem a questão da gestão democrática pois, b) no silêncio da lei, há um possível emparelhamento desse conceito ao mecanismo/ação da eleição de diretores/gestores. Adotando metodologia analítico-reconstrutiva, a investigação baseia-se em análise documental e no estabelecimento de categorias-chave que auxiliam na problematização dos achados da pesquisa. Conclui que o avanço democrático conquistado pelos municípios foco da análise ratifica a necessária regulamentação da gestão democrática, a fim de evitar que um dos mecanismos ou ações desta - a eleição de diretores - represente a integralidade do conceito.Abstract: The article intends to contribute to the debate on the democratic management of public education based on the mapping of municipal legislation on this subject. The focus is placed on filling the position of school manager and the research is made at the municipal network of the 12 most populous cities in the state of Rio Grande do Sul. By mapping and examining these municipal laws, the research contributes to the debate in two ways: a) contextual and urgent need of having laws that regulate the democratic governance issue, since, b) where the law is absent, there is a possible pairing of the concept of democratic management to the mechanism/action for the election of school directors/managers. Adopting an analytical-reconstructive methodology, the research is based on document analysis and on the creation of key categories that help questioning the findings of the research. It concludes that the democratic progress made by the municipalities under analysis confirms the need of rules for the democratic management aiming at preventing that one of its mechanisms or actions - the election of directors - represents the whole concept.
