Abstract

This paper aims to situate the emergence of Programa grama Mais Educação (PME – More Education Program) in the political and educational context of Latin America and analyze the social significance of this experience for deprived children and youth in Brazil. This discussion is carried out in light of the State Reform of the 1990s and social studies on childhood and youth. It identifies in PME evidence of both the neoliberal trend experienced by Latin America, marked by rupture, continuity and setbacks, and the legacies of this policy regarding the expansion of the right to education through a concept of integral education centered on children and youth, their cultures and territories.
