Abstract

The definition of public problems is a critical part of the policy-making process. However, although this step is crucial for policies' success, its study remains relatively unexplored by the literature. This article aims to fill that gap by investigating why policymakers prioritize certain issues over others. Specifically, it uses the case study method to analyze the implementation of the open government policy adopted by the government of Querétaro. Drawing on documentary analysis and interviews with key informants, this work examines the design and implementation of this policy. Additionally, it shows that officials opted to implement such a policy mainly due to a criterion of opportunity.
