Abstract

One Village One Product or OVOP program is a program initiated by Dr. Morihiko Hiramatsu. One of the regions in Indonesia that is implementing OVOP is Bantul District, Yogyakarta Special Region, which implements the OVOP program as an effort to alleviate poverty by empowering the ability of the poor to certain products and increasing their income. This research is focused on the Agenda Setting stage. This study aims to determine how the Agenda Setting process for the One Village One Product (OVOP) program in Bantul Regency. This research uses descriptive-qualitative research with data collection techniques in the form of interviews, observation, and documentation. Interviews were conducted with resource persons representing their institutions, all of whom were involved in the OVOP Program Agenda Setting process, while observations were made on business groups participating in the OVOP program. Documentation is carried out on documents related to OVOP such as draft policies, poverty data, and others. Things that can be analyzed with the three data collection techniques above, namely: the OVOP Program Agenda Setting method, the technique of prioritizing public issues related to OVOP, and the Agenda Setting process of the OVOP program which involves the Three Stream Theory. Based on the results of research conducted by researchers, the results show that the Bantul Regency OVOP Program Setting Agenda uses the Quick Decision Analysis method. Meanwhile, the Public Problem Priority Formulation Technique used is to go through the stage of prioritizing public problems, assessing alternative policies by stakeholders, and concluding problem priorities. According to the Three Stream Theory, according to the Agenda Setting process, in terms of Problem Stream, it is known that the mapping of problems is carried out by BAPPEDA Bantul. If from the Policy Stream, the single issue that becomes the background is the issue of poverty which is then studied and then produces the OVOP program. If from the Politics Stream, this program gets the support of all factions in the Bantul DPRD and its budgeting is included in the supervising RKA-SKPD which is then included in the KUA-PPAS and APBD
