Abstract
Examines vulnerability to damage caused by sharp price increases and shortages of petroleum products, triggered by a disruption of crude oil supplies occurring regionally, nationally, or internationally. Focusses on the oil market and US policies on energy-emergency preparedness. Historical perspective is important as is the historical experience of the 1970s, to the current decade, in which political and economic factors appear superficially different. -Authors
