Abstract
Abstract is This study aims to determine the alternative, identify its development challenges, and analyze key priority strategies using the Analytical Hierarchy Process (AHP) approach. Data were obtained through observation, interviews, focus group discussions (FGDs), questionnaires, and literature studies. The research respondents consisted of four core administrators of KWT Serpis who had a comprehensive understanding of the organization's conditions. Data analysis was the AHP method to determine the priority of development strategies based on the weighting of criteria and subcriteria with a consistency ratio ≤ 10%. The results showed that KWT Serpis Kebun Kita had adequate hydroponic infrastructure with an increasing production trend, but still faced technical, managerial, and marketing constraints. Based on the AHP analysis, four main development criteria were obtained, namely production factors (55.8%), government or institutional policies (21.0%), cultivation (14.4%), and marketing (8.7%) with an inconsistency ratio value of 0.02. The main alternative strategies for developing hydroponic farming at KWT Serpis are: (1) continuous and affordable provision of production factors (weight 0.413), (2) access to infrastructure and facilities assistance (weight 0.145), and (3) application of innovation and technology in cultivation (weight 0.096).
