Abstract

The gap between the energy efficiency reachable with existing cost-effective techniques and the observed level of energy consumption is usually explained by the existence of various barriers to energy efficiency in firms, households and public administrations. The paper summarizes the theoretical and empfrical ilterature on these barriers and insists on the differences between market failures and others (economical, cognitive and organisational) barriers.© Dc Boeck Université.
