Abstract

The accelerated process of globalization shattered the institutional and legal conditions on which modern democratic experience was based. Practices of bypassing the law have grown exponentially as well as the number of people invoved in law violations. Agents of the so-called «grassroots globalization», aligned with big economic corporations and often with the connivance of the States, are part of a wide circular movement involving human beings and goods. Such a movement is often illegal and worldwide. However, it benefits from the implicit agreement of several governments. Extreme forms of state and non-state violence persist in this context, which do not necessarily imply strict control of the political system. At the same time the conditions for the existence of political parties and political representation built in the 20th century are watered down
