Bringing Interoperability into Action: Adoption of Health Terminology Standard in Indonesia

Abstract

Achieving semantic interoperability using terminology standards is essential to ensure consistent meaning of data while it is being exchanged. This study examines the adoption of international and local health terminology standards in Indonesia’s national health information exchange (HIE) platform called SATUSEHAT. The platform uses SNOMED CT, LOINC, ICD-10, and ICD-9 CM, alongside local terminology standards. Analysis across five use cases using published interoperability implementation guides reveals SNOMED CT domination in clinical data, LOINC for laboratory data, and significant adoption of local terminology standards. These findings underline the challenge of local context adaptation while using the international terminology standards. Future study using real-world data in SATUSEHAT platform is essential to understand the level of adoption and interoperability in Indonesia.
