Abstract

The funding policy represented a strong change in the financing of basic education in terms of federal responsibilities for educational assistance and financing. After the elementary education fund, the Fund for Maintenance and Development of Basic Education and Valorization of Education Professionals (Fundeb) was created, made permanent in 2020. Based on a documentary analysis, this article characterizes aspects of the permanent Fundeb. The potential of resources mobilized by Fundeb in relation to the goals of the National Education Plan with greater financial impact is discussed, particularly those relating to the expansion of educational provision, as well as the proposal to implement, through the Union’s complement to Fundeb, the Initial Quality Student Cost.
