Abstract

Discusses how daycare impacts the preschool child's intellectual, emotional, and social development and the child's family system. It is suggested that the following policy considerations must be implemented if quality daycare is to be made widely available: government funding for social service programs, daycare facilities in the workplace, labor contract negotiations to promote social unity, and community control of daycare facilities. It is concluded that the success of daycare depends on a correct apprehension of its political implications so that appropriate supportive policies can be formulated.
