Abstract

Through the civil registration system in population administration, NIK as a single identity number is also the main key in verifying and validating a person's identity. Through the process of verifying and validating residents' identities in the provision of public services, population data collected through the recording of e-KTP and other administrative documents can be used to get to a single identity number, as well as provide a basis for administrative integration. The Directorate General of Dukcapil in this case is positioned as a catalyst in forming a multi-organizational network through a policy on the use of population data. The governance networks that are established in the implementation of population data utilization policies aim to build a single identity number ecosystem, where the ecosystem includes ecosystems in government, ecosystems in the private sector, ecosystems in universities, ecosystems in the financial industry. Through the development of an ecosystem where various sectors are connected in the context of verifying and validating the identity of the population, the use of data becomes the entry point for how the single identity number can be implemented properly. On the other hand, partnerships or collaborations with users also have a fairly high resistance to the use of NIK as a single identity number, where the sectoral ego or silo mentality is still quite strong. In addition, there are still many users who have not used Dukcapil data, for example, only 10% of educational institutions have collaborated on the use of population data. Furthermore, on the internal side of the Ditjen Dukcapil, the compliance of users to the fulfillment of obligations in cooperation is also not maximized, and there are insufficient resources to carry out evaluations compared to the number of users, making it difficult to analyze the evaluation and monitoring of the implementation of population data utilization policies.
