This research is motivated by the character program launched by the Indonesian government which has not been carried out well. Even though Indonesia has Pancasila values which are extracted from the Indonesian culture. So that Indonesia needs to reflect on the Japanese country which has succeeded in building the character of its nation. This study aims to compare the core ethical values of Indonesia and Japan based on the country's philosophy from a historical perspective. The research method used is a literature study with a descriptive qualitative approach. The results showed that the core ethical values of the Japanese nation were more consistent, detailed and with serious government support, were more successful than the application of core ethical values in Indonesia. Although the origin of the core ethical values of the Japanese people is not from their ancestral culture the result of concern and awareness of the backwardness of other nations in 1860, while Indonesia has the most beautiful gifts, core ethical values are a legacy from our ancestors of former glory which is summarized in the form of Pancasila.
