Abstract

This paper analyzes the current legal regime of the provincial councils following the pronouncements of the Constitutional Court on the constitutionality of the local reform carried out by Law 27/2013, of December 27, on Rationalization and Sustainability of the Local Administration. In this case, the impact of Judgment 111/2016, of June 9, of the Constitutional Court, on the scope of the powers of provincial councils over the provision of municipal services is addressed. It also reflects on the uncertain future of provincial councils, defining the general lines of a possible reform.
