Abstract
Following the critics concerning the iquirance of the real needs of the populations in developing countries, the donor community has set up participatory development programs since about fifteen years. These programs imply the targeted populations in their conception and their implementation. This article aims at estimating if participatory development approaches, on the basis of theoretical and empirical studies already led on the subject, bring a sufficient added value to be worth further "scaling up" by aid agencies.
