Implementation of the Waste Bank Program in Increasing Community Income in Labukkang District, Parepare City

Abstract

This research aims to determine the implementation of the Waste Bank Program in Labukkang Subdistrict in increasing community income as measured by standard indicators and policy targets, resources, relationships between organizations, characteristics of implementing agents, social, economic and political conditions, and the disposition of implementers. The method used in this research is a descriptive qualitative method. Data collection was carried out using field observation techniques, interviews and documentation. The data analysis techniques used in this research are data reduction, data presentation, and drawing conclusions. The results of this research indicate that the implementation of the waste bank program in increasing community income in the Labukkang sub-district, Parepare City is still not optimal. Based on the Van Meter and Van Horn indicators, the management of the Labukkang waste bank is quite good in terms of factors, namely: 1) Policy standards and targets, 2) Relationships between organizations, 3) Characteristics of implementing agents, 4), implementor disposition. Meanwhile, the resource indicator is still not optimal from a financial perspective, namely the facilities and infrastructure are still inadequate, the Labukkang waste bank does not have incentive funds from the government, it only receives assistance in the form of goods. Meanwhile, for indicators of socio-political and economic conditions, the Labukkang waste bank has obstacles from social factors, namely from a total of 2,217 family heads with only 129 waste bank customers, economic factors are very influential in increasing people's income, and for politics it does not have a significant influence on Labukkang waste bank.
