Abstract
This paper reviews the background and purpose of the Strategic Environmental Assessment (SEA) in our legal system and its application to urban planning, from its recent legal and statutory regulations, as well as administrative interpretation of the Contraloría General de la República. The authors argue that the SEA is a necessary and appropriate instrument, and the diffi culties in the implementation caǹt be attributed to the legal framework currently.
