Cultural and other barriers in the implementation of health programs

Abstract

Too much attention has been given to constructing a 'generic model'. More attention must be paid to defining the local needs, local resources, and local attitudes. It is the lack of adaptation that is the greatest obstacle to the implementation of health programs.
