Statistics and politics: The "hispanic issue" in the 1980 census

Abstract

Based upon documents and interviews, this paper presents an analytical history of interactions between the United States Bureau of the Census and Mexican-American leaders preparatory to the 1980 census. Participants confronted several issues, such as defining Hispanic ethnicity, designing instruments and field procedures, and maximizing public participation. Although census officials and ethnic leaders aimed at getting a "full count," the former emphasized scientific objectives while the latter emphasized the political. © 1986 Population Association of America.
