Abstract
This study evaluates the effectiveness of hybrid reassurance assessments conducted by third-party assurance providers in petrochemical and refinery integrated megaprojects, with a specific focus on the COMPLEX-X project by COMPANY-X. Utilizing a mixed-methods approach, the research integrates quantitative analysis of QMS performance indicators and qualitative insights from document analysis to provide a comprehensive understanding of Quality Management Systems (QMS) effectiveness. Quantitative findings revealed significant improvements in compliance with ISO 9001:2015 standards, with the one-way ANOVA test indicating substantial differences in quality management effectiveness across project packages (F-statistic = 18.78, p-value = 3.59e-06). Qualitative analysis highlighted key themes and challenges in project execution and engineering, derived from structured workshops and internal document reviews. The hybrid reassurance assessments, incorporating best practices from COMPANY-X and COMPANY-Y, proved effective in enhancing operational readiness, improving risk management, and fostering robust stakeholder engagement. The study emphasizes the critical role of continuous training, advanced technology integration, and a culture of continuous improvement in driving QMS effectiveness. Based on the findings, recommendations include enhancing training programs, strengthening risk management frameworks, improving stakeholder communication, leveraging advanced technologies, and fostering a culture of continuous improvement. These insights aim to guide project managers and stakeholders in optimizing assurance processes, ultimately enhancing project outcomes and ensuring compliance with industry standards. By leveraging a comprehensive and integrative approach to QMS, COMPANY-X can continue to drive operational excellence, mitigate risks, and achieve sustainable growth in the highly competitive oil and gas industry. The study sets a benchmark for integrating quality management theories and practices in the context of large-scale petrochemical and refinery projects.
