TÜRKİYE’DE AFET YÖNETİMİ VE AFETLERDE TEKNOLOJİ KULLANIMININ ÖNEMİ

Abstract

Türkiye’nin afet yönetimine ilişkin teşkilat yapısını, temel politikalarını, önceliklerini ve afetlerde teknoloji kullanımını ele alan bu çalışmada; yönetim, afet, teknoloji ve afet teknolojileri kavramı kısaca açıklanmış, ardından afetlerle mücadelede Türkiye’nin afet politikalarındaki değişime-dönüşüme ve önceliklerine değinilmiştir. Çalışmanın amacı, Türkiye’de afetlerle mücadeledeki yapısal-işlevsel dönüşümü ve bu süreçte teknolojinin yerini ve önemini açıklamaya çalışmaktır. Çalışmada kullanılan veriler, nitel araştırma yöntemleri arasına yer alan metin analizi tekniğiyle elde edilmiştir. Çalışmada, Türkiye’nin afetlerle mücadelede yaşadığı acı deneyimlerden önemli dersler çıkardığı, bu doğrultuda afetlerle mücadelede yapısal, işlevsel ve zihniyet dönüşümü hedeflendiği görülmüştür. Afet anına odaklanan geleneksel afet yönetimi yaklaşımından uzaklaşılarak, risk odaklı bütünleşik afet yönetimi anlayışına doğru bir geçiş yaşandığı, bu süreçte teknolojinin önemli katkılar sunduğu ve yeni teknolojilerin kullanılmasının da hayati öneme sahip olduğu sonucuna varılmıştır.In this study, the organizational structure, basic policies, priorities and the use of technology in disasters related to disaster management of Türkiye are discussed. The concept of management, disaster, technology and disaster technologies was briefly explained, and then the change-transformation and priorities of Türkiye's disaster policies in the fight against disasters were touched upon. The aim of the study is to try to explain the structural-functional transformation in the fight against disasters in Türkiye and the place and importance of technology in this process. The data used in the study were obtained by the text analysis technique one of the qualitative research methods. In the study, it has been seen that important lessons have been taken from the painful experiences of Türkiye, and accordingly, structural, functional and mentality transformation has been aimed at in the fight against disasters. It is stated that there is a transition away from the traditional disaster management approach focusing on the disaster moment towards a risk-oriented integrated disaster management approach. In addition, it has been concluded that technology offers important contributions in this process and that the use of new technologies is also vital.
