Abstract

PPPs in water services come up against challenges that are specific to this sector : a monopolistic market, tough regulations, access to finance and expertise, etc. PPPs in water services must seek to achieve a balance between political control, which is necessary for ethical, environmental and health reasons, and managerial autonomy, which is essential for efficiency in a technical and industrial context. One of the principal issues for water services is clearly the need to develop an institutional set-up that exploits the expertise of private companies while serving the public interest in the long term.
