Abstract

Riau became one of the big cities in Indonesia has a growing number of drug users and illegal drugs, especially among teenagers. From the data obtained, 70 percent of drug users come from high school and college students, and about 40 percent of adults. Facing this fact needed the campaign by National Narcotics Board of Riau Province. This research aims to explain the implementation of campaign management in anti narcotics campaign at BNNP Riau, and to describe the supporting and inhibiting factors faced by Section Prevention division P2M on implementing no-drugs campaign. This research used constructivism paradigm with qualitative approach. The author conducted five interviewees, with the main source namely the Head of Prevention Section located in the Office of BNNP Riau. The result of this research is accordance to the theory, which included planning, organizing, mobilizing, and monitoring or evaluation. However, during the evaluation phase, the Prevention Section is less of conducted survey to no-drugs campaign audience. There are two supporting factors. The first, Riau society as external factor, which have enthusiastic of drug abuse case in Riau. Secondly, the strength of BNNP Riau cooperation team as the internal factor. The lack of human resources being the weakness of this campaign management.
