Abstract

Using Ministry of Justice data on apprehensions of tourist visa over-stays, it is estimated that there are over 250 000 illegal immigrants in Japan. Filipinos are the largest group, and two-thirds of them are women, recruited as "entertainers' for the sex industry. The new 1990 Immigration Law seeks to strengthen controls on granting of residential and work permits through larger penalties on employers for non-compliance. -W.T.S.Gould
