Abstract
Environmental issues have been a concern of the Chinese public since the 1990s, which was also sparked by the establishment of Friends of Nature (FON) as the first legal environmental organization in China. Although China is a country that strictly restricts social movement, the application of the law on the conditions for the establishment of civil society organizations is one of the legal tools for the legalization of FON. With strict regulations and high standardization, FON has become a global civil society (MSG) with large mass gains and sources of funds, maintained agenda continuity, high international prestige, and political protection from the government. The role of media and networks formed by FON is also a factor in how FON can become more effective. This paper discusses the effectiveness of MSG in achieving its goals. The effectiveness in question does not refer to FON as MSG being effective or not in carrying out its strategy but about how FON carries out its strategies to be able to work more effectively in achieving its goals.
