Abstract

Decree 170, a derivation of the demand subsidy model of education or voucher system implemented in Chile under the Pinochet dictatorship, is a formula to subsidize schools run by the private sector, aims at improving the integration of Chilean children with "special needs" in schools. In order to apply for these funds schools need expert diagnosis to corroborate the existence of the problem through diagnostic tools that provide validity, reliability and consistency. This work, using critical discourse analysis, I study diagnosis as an attempt to shape, guide and direct the behavior of others. Its use is analyzed as an instance of biomedical discourse and as a management tool since it uses criteria intended as a means to collaborate in making decisions that are objective reproducible and presumably compassionate to rationalize the educational budget, without delving into the sociopolitical aspects that integration requires.
