Abstract

The Japanese government should admit to the public that earthquakes cannot be reliably predicted. Use of the misleading term 'Tokai earthquake' should cease. The 1978 Large-Scale Earthquake Countermeasures Act should be repealed. © 2011 Macmillan Publishers Limited. All rights reserved.
