Abstract
While the present strategy of ″rescuing″ endangered and threatened species and habitats must ultimately evolve into a comprehensive ecosystem management approach, there are many problems which must be addressed before this will occur. These include political, socioeconomic, scientific and administrative, all of which are closely interrelated. This paper traces the general evolution of marine conservation and management efforts, introduces and discusses some of the problems associated with the evolution of marine parks, and recommends initial steps to overcome or at least face these problems.
