The necessary interface between law, economics and finance in the climate change adaptation process.

Abstract

The article explores the challenges and opportunities of the process of adapting to climate change through the coupling of economic, financial and legal structures. Structured in 4 parts, it covers the following topics: i) introduction; ii) climate change as an economic problem; iii) climate risk and its cost; iv) actors, contributions and opportunities; v) the duty of climate adaptation in Brazil and the necessary readaptation of the Law based on three basic steps; vi) final considerations. The wide review of the literature and the observance of scientific data presented support the argument that the process of adaptation to climate change can provide the desirable intersystemic communication between environment and economy. However, in order to be successful, this dialogue requires political will and planning whose basic structural vectors are the improvement of risk communication, legal certainty, and the synergy provided by fiscal alternatives, command and control and economic-financial instruments. The research is qualitative, exploratory and and guided by bibliographic and documentary research techniques.
