La elipsis de la política exterior en Ecuador: del regionalismo autonómico al neoliberal

Abstract

Reflexiones sobre la política exterior ecuatoriana en el marco de la globalización. Resumen: En el presente artículo se desarrolla un análisis desde un enfoque cualitativo y deductivo. Tomando como fundamento base que la política exterior de un Estado es aquella parte de la política general formada por el conjunto de decisiones y actuaciones mediante las cuales se definen los objetivos y se utilizan los medios de un Estado para generar, modificar o suspender sus relaciones con otros actores de la sociedad internacional. Partiendo de esto, el informe se divide en tres apartados. El primero intenta elucidar la importancia de la globalización, la expansión del "nuevo capitalismo" y la securitización. Posteriormente se postulan reflexiones sobre la política exterior ecuatoriana en el marco de la globalización y la realidad internacional enmarcando dos acercamientos al entendimiento. El primero, trata sobre una aproximación a la política exterior y el segundo un análisis al sistema político ecuatoriano y el proceso de conformación de la política exterior. Por último, las conclusiones del estudio retoman los aspectos del análisis para esbozar un panorama posicional reflexivo. Abstract: In the present article, it is developed analysis from a qualitative and deductive approach. Taking as a basic foundation that the foreign policy of a State is that part of the general policy formed by the set of decisions and actions through which the objectives are defined, and the means of a State are used to generate, modify or suspend its relations with other actors of the international society. Starting from this, the report is divided into three sections. The first attempts to elucidate the importance of globalization, expansion of the "new capitalism" and securitization. Subsequently, reflections on Ecuadorian foreign policy in the framework of globalization and international reality framing two approaches to understanding; the first deals with an approach to foreign policy and the second an analysis of the Ecuadorian political system and the process of conformation of foreign policy. Finally, the conclusions of the study take up the aspects of the analysis to outline a reflective positional panorama.
