Abstract
During the first year of the Pedro Aguirre Cerda Administration in Chile, socialist architect Luciano Kulczewski assumed as General Director of the Worker's Social Security Fund. One of the main challenges he faced in that position was the construction of collective buildings for port workers in the country's north. This research focuses both on identifying the policies established by the Social Security Fund and on the management led by Kulczewski's himself to implement housing complexes in Arica and Iquique. The discussion identifies the logistics implemented and pays particular attention to local acceptance, considering that the project meant an unprecedented housing typology in such a context.
