Abstract

This study demonstrates that effective advocacy strategies can improve the quality of inclusive education in early childhood education institutions. By applying an advocacy approach within Public Relations and educational communication, the research addresses the lack of quality in the implementation of inclusive education, especially in rural areas. Focusing on Cipanas District, Cianjur Regency, the mixed-methods study collected data through surveys in 15 schools, involving 60 teachers and principals, as well as focus group discussions and interviews with stakeholders. Data validation used triangulation of sources and methods. The findings reveal that advocacy was implemented in three stages: 1) Defining objectives with Appreciative Inquiry and the Twin Track Approach. 2) Mapping audience needs. 3) Conducting expert-led training and a pilot project. The study concludes that advocacy programs foster collaboration, strengthen stakeholder roles, and can be effectively implemented to improve inclusive education
