Abstract
Indonesia, as the world's largest archipelagic state consisting of 17,504 islands, holds a strategic maritime position underscored by the designation of three Indonesian Archipelagic Sea Lanes (ALKI) based on UNCLOS 1982. This research focuses on ALKI II, a vital 1,500-kilometer corridor connecting the Sulawesi Sea to the Indian Ocean through the Makassar Strait and Lombok Strait, which presents both economic opportunities and significant security challenges with an estimated 15,000-20,000 vessel transits annually. The Indonesian Marine Corps, comprising 27,000 personnel organized into three divisions, serves as a primary component of maritime defense and requires an agile and responsive logistics system to effectively conduct its expeditionary missions. This study aims to formulate a conceptual model for optimizing the Marine Corps' expeditionary logistics system to support the Archipelagic Sea Lanes Defense in ALKI II. Using a qualitative method with a literature review approach, this paper analyzes existing doctrines, government regulations, and relevant academic studies. The results indicate that optimization can be achieved through a multi-faceted model encompassing: (1) accelerating digital transformation for real-time logistics management with projected 40-50% reduction in response time; (2) implementing a hybrid model of pre-positioned supplies and sea-based mobile logistics platforms; (3) enhancing joint and inter-agency logistics coordination following the 3C's approach (Coordination, Collaboration, Communication); and (4) developing modular and scalable logistics packages tailored for various operational scenarios with a standard logistics-to-combat personnel ratio of 1:3 to 1:4. The implementation of this model is expected to significantly increase the readiness, speed, and sustainability of the Marine Corps in securing national sovereignty within the ALKI II corridor.
