Logiques territoriales et aménagement durable du territoire: Quelles règles de coordination et de décision?

Abstract

The geographical interweaving of landspace means that any planning project reinforces or contradicts planning objectives and diagrams on other landspace levels. For this reason, we can raise the question for "ordered" landspace planning, with coordination of different geographical logic and a priority of action to be given to such or such an initiative. A first possible rule for coordination and priority of action is provided by the principle of hierarchy of deciding systems. The characterisation of landspace as a multi-level hierarchical system opens the way for a second possible rule based on the hierarchy of different levels of objectives pursued by different geographical systems. This second rule is interesting, in particular in a sustainable development framework where it can be used to distinguish the nature and importance of the stakes linked to such and such a planning option. © 2009 Lavoisier, Paris.
