Nuevos retos de la política exterior latinoamericana frente al siglo XXI

Abstract

In this article the evolution of Latin American foreign policy during the last several decades is examined. Both the outstanding junctures of regional foreign policy, as well as those factors that have affected its development are highlighted. In turn, the author attempts to situate the possibility of a common Latin American foreign policy at present within the framework of the transformations created through the generalized adoption of the Washington Consensus, and in general, by the new post-Cold War global order. Finally, a series of alternatives that could plausibly increase the region's margins for action and autonomy on the global stage are identified.En el siguiente artículo se examina el desenvolvimiento de la política exterior latinoamericana a lo largo de las últimas décadas, identificando los momentos más destacados de la misma así como las circunstancias o coyunturas que han incidido en su desarrollo. Al mismo tiempo, el autor intenta ubicar la posibilidad de una política exterior conjunta para la región dentro del marco generado por los cambios adoptados a raíz de la generalización del Consenso de Washington y en general, por el nuevo contexto internacional de la postguerra fría, señalando algunas alternativas que permitan incrementar el margen de acción y la autonomía de América Latina en el escenario mundial.
