This work is characterized by the proposition of an understanding about the main and most recent public policy for urban mobility implemented by the State of Pernambuco Government, named State Program for Urban Mobility (PROMOB), as well as its analysis and contextualization compared to public policies focused at the same purpose, implemented by previous governments. This study was conducted through a basic qualitative research, based on analysis of documents published by both the state itself, as by other actors inserted in this society, such as the press and civil society organization. Content Analysis was used as data analysis tool. The results from the breakdown of each of the nine projects associated with the program, distributed in eleven analytical categories, indicate that, contrary to the discourse of rulers and some civil society actors' speeches, relatively little is being done in an effectively different manner from the public urban mobility policies undertaken by previous rulers in the same region.
