Pandemi Covid-19 dan Bencana Seroja: Suatu Analisis terhadap Dampak Implementasi HKUP GMIT 2020 – 2023

Abstract

The Covid-19 pandemic has caused fear and human death while Tropical Cyclone Seroja that hit NTT resulted in the destruction of people's homes, the death of pets, and crop failures which not only caused suffering and tears but also starved the community. The question is what impact the two disasters had on Haluan Kebijakan Umum dan Pelayanan (HKUP). The purpose of this study was to investigate the impact of Covid-19 and the Seroja disaster on HKUP GMIT. The research method used is qualitative research with purposively selected respondents. The sample respondents are from the entire scope of GMIT's services as representatives of stakeholders who are directly involved in the implementation of HKUP and its derivatives. The analysis was carried out longitudinally with the triangulation verification method. Quick fingerprint results show that the majority of respondents admitted that the Covid-19 non-natural disaster and the Seroja natural disaster had caused disturbances to the input aspect in the form of a decrease in congregational income and made it difficult for the process of implementing the 2020-2023 GMIT HKUP, and even greatly disrupted coordination between the scope of GMIT services. namely the Congregation-Class-Synode. As a result, Covid-19 and the Seroja disaster threaten the achievement of the goal of strengthening I in HKUP and its derivatives, namely products that are circumvented and not just output.   Abstrak Pandemi Covid-19 telah mengakibatkan ketakutan dan kematian manusia sementara Siklon Tropis Seroja yang melanda NTT mengakibatkan kehancuran rumah-rumah penduduk, kematian hewan piaraan dan kegagalan panen yang tidak hanya mengakibatkan penderitaan dan air mata melainkan juga kelaparan bagi masyarakat. Pertanyaannya adalah apakah dampak kedua bencana itu terhadap Haluan dan Kebijakan Umum Pelayanan (HKUP) GMIT. Tujuan penelitian ini adalah untuk menyelidiki dampak Covid-19 dan bencana Seroja terhadap HKUP GMIT. Metode penelitian yang digunakan adalah penelitian kualitatif dengan responden yang dipilih secara purposif. Responden sampel tersebut dari seluruh lingkup pelayanan GMIT sebagai representasi pemangku kepentingan yang terlibat langsung dalam implementasi HKUP dan turunannya. Analisis dilakukan secara longitudinal dengan metode verifikasi secara triangulasi. Hasil sidik cepat menunjukan, mayoritas responden mengaku bahwa bencana non-alam Covid-19 dan bencana alam Seroja telah menimbulkan gangguan terhadap aspek input berupa penurunan pendapatan jemaat dan menyulitkan proses dalam implementasi HKUP GMIT 2020-2023, bahkan sangat mengganggu koordinasi antara lingkup pelayanan GMIT, yaitu Jemaat-Klasis-Sinode. Hasilnya, Covid-19 dan bencana Seroja mengancam pencapaian tujuan penguatan I pada HKUP dan turunannya, yaitu produk yang bersifat overcome dan bukan output semata.
