“Quel est votre projet ?” L’insertion socioprofessionnelle des usagers dans les CPAS bruxellois

Abstract

Isabelle Lacourt décrit et analyse de près le travail d’insertion socio-professionnelle (ISP) réalisé au sein de plusieurs Centres Publics d’Action Sociale (CPAS) de la Région de Bruxelles-Capitale, en s’attachant particulièrement aux dispositifs mis en place, aux outils et aux méthodes qui lui sont propres. Elle retrace tout d’abord l’histoire de l’ISP dans ces administrations locales et illustre le lien qui peut être fait avec le référentiel de l’Etat social actif. Elle montre ensuite concrètement l’impact que l’importance toujours croissante de ces missions d’ISP a eu sur l’organisation au sein des CPAS : la création de départements ISP, leur articulation avec le service social général, leur mode de fonctionnement, les difficultés spécifiques de leur tâche, la nécessité d’élaborer avec chaque usager un projet, et le rapport au long terme qui en découle.Isabelle Lacourt beschrijft en analyseert nauwkeurig het socio-professionele inschakelingswerk (SPI) dat binnen verschillende Openbare Centra voor Maatschappelijk Welzijn (OCMW's) in het Brussels Hoofdstedelijk Gewest wordt verricht en staat daarbij in het bijzonder stil bij de voorzieningen die daartoe worden opgezet en bij de werkinstrumenten en methodes die daarbij worden aangewend. Ze begint haar artikel met de geschiedenis van de SPI binnen deze lokale overheidsdiensten en wijst op het verband met het referentiekader van de actieve welvaartsstaat. Vervolgens beschrijft ze de concrete impact die het steeds groeiende belang van deze SPI-opdrachten heeft op de interne organisatie van de OCMW's: de oprichting van diensten SPI, hun relaties met de algemene sociale dienst, hun werkwijze, de specifieke moeilijkheden die hun taak met zich meebrengt, de noodzaak om met elke cliënt een project uit te werken en het langetermijnperspectief dat daar een gevolg van is.Isabelle Lacourt describes and analyses close up the socio-occupational integration (SOI) work done in several welfare offices (CPAS-OCMWs) in the Brussels-Capital Region. In so doing, she pays particular attention to the schemes that have been set up and the tools and methods that are specific to these offices. She starts by reviewing the history of these welfare offices within local administrations and points out the linkage with the “active welfare state” benchmark. She then shows the concrete impacts that the rising importance of these SOI duties has had on the welfare offices’ internal organisation, to wit, the creation of SOI departments, their connections with basic social services, the ways they function, the specific difficulties inherent in SOI, the need to draw up a plan with each client, and the long-term relationships to which this leads.
