Cooperação internacional para difusão de políticas públicas: articulação e implementação de inovação com foco na agricultura familiar no Nordeste

Abstract

Resumo Este estudo analisa a cooperação entre o Consórcio Nordeste e a China para a mecanização da agricultura familiar no Nordeste brasileiro. O objetivo geral do artigo é a identificação dos principais mecanismos de difusão envolvidos. Utilizando uma abordagem descritiva e qualitativa, baseada em pesquisa bibliográfica e documental, o trabalho está lastrado na teoria da difusão de políticas públicas. Os resultados indicam que os mecanismos de cooperação, tradução e networking e circulação de indivíduos são os mais evidentes neste processo. A cooperação se manifesta por meio do Memorando de Entendimento entre as partes, a tradução ocorre na adaptação do maquinário chinês às condições do solo nordestino, enquanto o networking e circulação de indivíduos são operacionalizados via intercâmbio de conhecimento entre pesquisadores e instituições, inerente ao acordo firmado.Abstract This study examines the cooperation between the Consórcio Nordeste in Brazil and China aimed at mechanizing family agriculture in Northeast Brazil, identifying the key mechanisms of diffusion involved. Employing a descriptive and qualitative approach, based on bibliographic and documentary research, the paper is grounded in the theory of public policy diffusion. The results indicate that cooperation, translation, and networking mechanisms, along with individual circulation, are most prominent in this process. Cooperation is formalized through a Memorandum of Understanding between the parties; the translation occurs in the adaptation of Chinese machinery to the conditions of the northeastern soil, while the networking and circulation of individuals are operationalized through the exchange of knowledge between researchers and institutions, inherent in the agreement signed. The Brazilian federalism framework, characterized by political and administrative decentralization, plays a crucial role by enabling regions to establish such international partnerships autonomously, thereby facilitating the implementation of these cooperative agreements.
