Abstract

It is best to divide the process of development planning into two broad phases, one dealing with basic information collection and analysis and the second organizing this information and making judgments about the shape of the development itself. While the first is more objective, the second clearly involves more subjective decisions, which should usually be based upon certain design principles that provide a defensible rationale. © 2008 Springer Science+Business Media, LLC.
