Burocracia no Setor de Recursos Humanos de uma Autarquia

Abstract

Human Resources (HR) is responsible to organize and perform the people management processes of the public employees of an autarchy. Nowadays, the bureaucracy that orients the procedures and rules in the HR field has been applied in a manner outdated in some public institutions in Brazil, causing some problems which interfere with the efficiency of processes in HR sectors. Thus, the aim this study was to analyze, critical and integrative way, the bureaucracy of the Human Resources sector of Brazilian Federal Institution linked to Ministry of Science, Technology and Innovation. It was performed a case study addressing one sector of the Coordination of Human Resources of Institution. The decision-making or intervention proposals were based on bibliographical study, comparing with the observation of the sector routine, including their procedures performed. After identifying the administrative problems of the sector, which mainly include outdated procedures and inadequate academic training, competence-based management approach and results-driven management model were discussed and suggested to guide and adjust the processes and workflows. Therefore, this paper proposes ideas for a flexibility of projects, by updating the process and workflows, to make more efficient the public service of the Human Resources sector of Institution, motivating the public employees, and resulting in the appreciation and quality of the sector work.
