Abstract
Covid-19 and the states of emergency declared to confront it, have undermined open government. While in countries such as Spain, requests for access to information were affected, at the same time, society's demands for an open response to the pandemic, grew. This study discusses a guide for the future, focusing on a more transparent, participatory and collaborative government to face recovery. A prospective analysis is carried out through the Delphi method, with surveys of a panel of experts in the field, public administration, private sector, universities and civil society. The fieldwork, carried out between May and July 2020, provides a diagnosis of the starting situation and, above all, the identification and prioritization of a battery of 48 measures to be incorporated both in the political agenda and in institutional action.
