Evaluation of Vilnius sustainability from social, economic and engineering-technical points of view using the game theory

Abstract

The main purpose of this article is sustainability evaluation of Vilnius development by comparing the selected city's neighbourhoods. Firstly, all neighbourhoods of Vilnius are being grouped according to particular features. For a comprehensive comparative analysis the group often neighbourhoods has been chosen. They are "Fabijoniškės", "Justiniš kės", "Karoliniškės", "Lazdynai", "Pašilaičiai", "Pilaitė", "Šeškinė", "Verkiai, "Virš uliškės" and "Žirmūnai". A thorough literature analysis was carried out and the system of twelve indicators has been developed. This system characterises business environment (economic indicators), quality of life (social indicators) and infrastructure (engineering-technical indicators). Values and weights of indicators were set up by questioning experts and analysing various information sources. Due to the complexity of the problem under consideration the game theory has been applied, specifically, Hurwicz, Laplace, Hodges and Lehmen rules. Calculations according to these rules by LEVI 3.0 software have been performed. It is estimated that Virsuliskės neighbourhood is developing in the most sustainable way. and the best opportunities for business and residential property development are there.
